Mission Area Annual Vestry Meeting 2017
The Annual Vestry meeting will be different this year since Dyffryn Clwyd Mission Area is now the legal parish, as from the 1st January 2017, by decree of the Bishop of St Asaph. Each former Parochial Church Council (PCC) will continue to lead their local church congregation and have representation on the Mission Area Conference (MAC) although under the delegated powers of the MAC. Each former PCC will be known as a Church Committee (CC). The MAC representatives from each church congregation will be trustees of the Mission Area with the ability to delegate powers, but not responsibilities, to each CC. What this means is that each former PCC needs to continue, just as before, but the representatives to the Mission Area Conference are now in a strategic leadership role. It also means that communication between the MAC and each CC, and vice versa, is paramount for Gift Aid, parish share, faculty applications, designated funds (designated by CC), restricted funds (restricted by donor)…etc. It also means that the Annual Vestry for 2017 will be our first Dyffryn Clwyd Mission Area Annual Vestry. Here is an extract from Guidance for Governance of Mission Areas from the recent training day (5th February Llanarmon yn Iâl): “Each church within the Mission Area may hold a congregation meeting before the Annual Vestry Meeting of the Mission Area to elect members of the Church Committee, the Church Committee being responsible to the Mission Area Conference. At the congregation meeting, the congregation shall also nominate a Mission Area Conference representative and a substitute, sub-wardens (one nominated by the CC and one nominated by the priest) with special responsibility for the church, sidespersons, representatives to the Diocesan Conference, and any other position recommended by the Mission Area Conference for ratification at the Mission Area Conference Annual Vestry Meeting. The sub-wardens elected for each church, and the Mission Area Conference representative shall be ex-officio members of the Church Committee.” The Church Congregation meeting prior to the Annual Vestry Meeting At this meeting the church can elect: Churchwardens for that church congregation; members of the CC; a secretary to the CC; a treasurer to the CC; a chairperson and co-chair for the CC; and two representatives to the MAC. Each representative to the MAC will be on the electoral roll of the Mission Area. (See below for electoral roll preparation details.) As before each church is required to prepare its electoral roll prior to the Annual Vestry (to be revised annually and renewed every five years) in time for public display prior to the Annual Vestry Meeting. The electoral roll of each church will now need to be delivered to the MAC to become the electoral roll of the Mission Area. (Note that the electoral roll is no longer used to calculate parish share.) As before each church is required to complete its financial accounts for the previous year. A copy of these accounts shall be delivered to the MAC prior to the Annual Vestry Meeting, and a copy displayed near the principal door of the relevant church for a period including the two Sundays immediately preceding the day of the Annual Vestry Meeting (16th April and 23rd April 2017). At the Annual Vestry Meeting, or before, each CC is invited to distribute its annual report. Each former PCC is required to publish notice that the Dyffryn Clwyd Annual Vestry Meeting will be on Sunday 30th April 2017 at 10.30 am St Elidan’s Church, Llanelidan (see opposite for details). This will be a service of Holy Eucharist and a bring-and-share tea and cake social event. |
